The modest benefits of housing supply and the modernisation of the entrance were significantly and demonstrably outweighed by the adverse impacts of moderate harm to character and appearance and moderate harm to neighbouring living conditions regarding outlook and privacy, assessed against the policies in the Framework taken as a whole
