The Council's own Freedom of Information response dated 8 October 2020 provided compelling evidence that the extensions were already built under planning permission 11/03013/P and were existing at the time of the 2016 Work Commencement Notice for 13/01330/P, establishing that the works complied with the earlier pre-CIL permission.
