What decided it

The proposed extension would significantly harm the character and appearance of the area by forming a dominant, overwhelming addition that would interrupt the consistent pattern of rear elevations and sever the visual connection between the building and its garden, in conflict with development plan policies requiring high quality design.

The modest benefit of extending a two-bed unit to a three-bed unit, attracting very limited weight, was outweighed by the significant harm to character and appearance in conflict with the development plan, with no material considerations indicating permission should be granted.
