What decided it

The unacceptable impact on the outlook from the rear gardens of neighbouring properties 64 and 68, which would be dominated by the imposing combined structure of the existing extension and proposed screens, outweighed the fact that privacy could be adequately protected and character and appearance would not be harmed.
