What decided it

The harm to character and appearance from the interruption of the distinctive pattern of fenestration, treatment of the front entrance, and irregular eaves and roof height outweighed the modest benefits of additional housing and brownfield redevelopment.

The modest benefits of an additional dwelling, improved appearance from converting the driveway to garden, and brownfield/windfall redevelopment were insufficient to outweigh the harm to the character and appearance of the area.
