What decided it
The removal of the chimney and installation of the first floor rear window would cause less than substantial harm to the significance of the conservation area as a designated heritage asset, with no public benefits to outweigh this harm, whereas the remainder of the proposal complies with development plan policies and causes no harm to neighbours' living conditions.
The benefits of the side extension, parapet removal and other alterations (compliance with design and amenity policies) were outweighed by the heritage harm from the chimney removal and rear window, which was given great weight; the proposal was therefore severable, with the compliant elements allowed and the harmful elements dismissed.
