What decided it

The Council's inability to demonstrate a five-year supply of housing land (3.8 years) engaged the tilted balance under paragraph 11(d)(ii) of the Framework, and the benefits of providing two additional dwellings to meet unmet housing need were not significantly and demonstrably outweighed by any adverse impacts.

The benefits of providing two additional dwellings to the housing supply where there is considerable unmet need, together with economic benefits from construction and occupant spending, attracted moderate weight and were not outweighed by any notable adverse impacts, applying the presumption in favour of development under paragraph 11(d)(ii) of the Framework
