Main issues, as the Inspector framed them
- the effect of varying the condition upon the character and appearance of the area
- the living conditions of nearby occupiers, with particular regard to overlooking
What decided it
The proposed dormer windows to Plot 1 and Plot 2 would cause significant harm to the character and appearance of the area and result in unacceptable overlooking of neighbouring properties, contrary to development plan policies and the Framework.
The benefits of the proposed amendment to Plot 3 and the principle of residential development did not outweigh the significant harm caused by the proposed dormers to Plot 1 and Plot 2 in terms of character and appearance and living conditions.
