What decided it

The proposed access would provide substandard visibility splays significantly below Manual for Streets requirements on a 40mph road, creating an unacceptable impact on highway safety that conflicts with development plan policy and the Framework.

The benefits of housing land supply and self-build were outweighed by the unacceptable and overriding impact on highway safety in conflict with the development plan.
