The modified wall would remain an unduly harsh and obtrusive feature in the street scene, appreciably eroding the established leafy and spacious suburban character and appearance of the conservation area, and causing less than substantial harm to the heritage asset with no public benefits to outweigh that harm.

Less than substantial harm to the significance of the designated heritage asset was weighed against any public benefits; no public benefits were identified and great weight was given to the asset's conservation, resulting in the balance tipping against the development.
