What decided it

The Council's failure to reasonably substantiate its fire and pollution concerns, particularly the absence of consultation response from Lincolnshire Fire and Rescue Service and inaccurate assertions about tyre ignition temperatures, constituted unreasonable behaviour warranting a partial costs award.
