What decided it

The use of UPVC as a finish would be an overtly modern material that jars with the period architecture and would cause significant harm to the architectural value and special interest of the listed building, which cannot be justified by the modest public benefits claimed.

The less than substantial harm to the listed building's architectural significance and character was not outweighed by the modest public benefits of improved energy efficiency, condensation prevention, and noise attenuation, when considerable importance and weight was given to the desirability of preserving the listed building.
