Main issues, as the Inspector framed them
- Whether the proposal would preserve the listed building, 'Home Farm Dovecote', and any features of special historic interest that it possesses, including its setting; and, having regard to this or consideration of the optimum viable use of the building, whether the proposal is consistent with local and national planning policies relating to housing in rural areas.
What decided it
The less than substantial harm to the significance of the Grade II* listed Dovecote and its setting was not outweighed by the limited public benefits, and the appellants failed to demonstrate the proposal represented the optimum viable use of the building.
The great weight attached to the less than substantial harm to the listed building and conflict with rural housing policy outweighed the limited-weight public benefits (French drain, partial landscaping improvements, delivery of a single dwelling), so the balance tipped against the grant of permission.
