Main issues, as the Inspector framed them
- the effect of the proposal on the character and appearance of the area
- the effect of the proposal on parking provision and any resulting harm
- the living conditions of the proposed occupant and the effect of the proposal on adjacent residents
What decided it
The benefits of providing a new dwelling on an underutilised urban site, contributing to housing supply and supporting the social and environmental objectives of the Framework, significantly outweighed the very limited adverse impact of reduced outdoor space to the adjacent dwelling and the minor conflict with the Development Plan.
The adverse impact of the proposal, including conflict with the Development Plan regarding reduction in private open space, was significantly outweighed by the economic, social and environmental benefits of providing a new dwelling on an underutilised urban site in a highly accessible location.
