The significant loss of outlook to habitable kitchen rooms in the neighbouring first-floor flats could not be justified by the modest housing delivery benefit, as the delivery of homes should not come at the clear expense of existing occupants' living conditions.

The housing delivery benefits weighed moderately in favour, but the significant harm to the living conditions of existing occupants significantly and demonstrably outweighed those benefits when assessed against the Framework policies as a whole.
