What decided it
The public benefits of 5G technology were not sufficient to outweigh the less than substantial but considerable harm to the listed building and conservation area, particularly as the appellant had not robustly demonstrated that the proposal represented the least harmful option or that all alternative sites had been adequately assessed.
The less than substantial harm to the significance of the listed YMCA building and the character and appearance of the Arboretum Conservation Area was not outweighed by the public benefits of improved digital connectivity and 5G technology.
