What decided it
The privacy screens to the sides of the raised deck, if adequately obscure, would prevent sideways views and provide greater privacy for neighbours than currently exists, such that the effects on neighbour privacy would not be unacceptable.
The potential for increased overlooking from the raised deck was outweighed by the mitigation provided by the privacy screens, resulting in effects on neighbour privacy that would not be unacceptable.
