The proposed building's significantly greater bulk and mass, combined with its incongruous Georgian design and prominent visual impact in a sensitive location at the edge of the settlement within the AONB and Conservation Area, would cause less than substantial harm to the Conservation Area that outweighs the limited public benefits of delivering a single dwelling.
The less than substantial harm to the Conservation Area and the AONB, to which significant weight was attached, outweighed the limited public benefits of delivering one additional energy-efficient dwelling and modest economic benefits during construction and future resident spending.
