What decided it

The single dormer window and rooflights in the revised plans would preserve the character and appearance of the conservation area by reflecting the existing dormer window and causing only minor visual impact, whereas the canopy extension's modern aluminium materials would be incongruous and the two original dormer windows would create visual clutter and imbalance on the roofscape.

The less-than-substantial harm to the conservation area from the canopy extension and original dormer windows was not outweighed by any substantive public benefits, resulting in dismissal of those elements; the revised single dormer window and rooflights caused no harm and were therefore allowed.
