What decided it

The cumulative harm from loss of the equestrian facility, poor accessibility of the location, harm to character and appearance, and unsatisfactory private outdoor space for future occupiers was found to attract significant weight that outweighed the moderate benefits of the scheme.

The significant weight attached to the harms (loss of equestrian use, poor locational sustainability, harm to character and appearance, and unsatisfactory living conditions) outweighed the moderate benefits of housing, employment and environmental gains, so the appeal was dismissed.
