Main issues, as the Inspector framed them

  • The effect of the greenhouses, the associated groundworks and service infrastructure on the character and appearance of the area, including the Tadcaster Road Conservation Area
  • The effect of the greenhouses, the associated groundworks and service infrastructure on the living conditions of nearby residential occupiers

What decided it

The greenhouses dominate the centre of the back garden in an uncharacteristic manner, causing less than substantial harm to the conservation area and unacceptable harm to neighbouring living conditions, which cannot be outweighed by the limited economic and environmental benefits demonstrated.

The less than substantial harm to the conservation area and unacceptable harm to living conditions outweighed the limited economic benefits (social distancing and tourism) and environmental benefits (landscaping), which were not demonstrated to be significant.
