What decided it
The existence of a realistic fallback position under Class E permitted development (the Lawful Development Certificate scheme) meant that requiring total demolition would serve no useful planning purpose, justifying a split decision allowing the modified part while upholding the notice for the remainder.
The harm to character and appearance and living conditions was balanced against the practical reality that a substantial part could be re-erected under permitted development rights; the Inspector favoured a remedial approach requiring modification rather than punitive total demolition.
