The variation of condition 4 to allow 4 dwellings was justified because there was insufficient evidence that 2 dwellings was the maximum that could be accommodated without harm to character and appearance, and the additional residential traffic from 4 rather than 2 dwellings would not compromise highway safety given the mitigation of passing places.
