The proposal fails to constitute rounding off as defined in Policy 3 because the site lacks a physical barrier to further growth and would harm the character and natural beauty of the AONB, with these harms outweighing the social and economic benefits of rural housing.

The benefits of the proposal including realistic opportunities to minimise car travel and economic and social benefits do not outweigh the harm arising from adverse effect on the Council's housing strategy and the character and appearance of the AONB.
