The significant harm to the character and appearance of the area caused by the scale, massing and design of the proposed buildings, which would fail to be subordinate to the existing ribbon development and would appear incongruous in their context, outweighed the benefits of housing delivery in the absence of a five-year housing land supply.

The adverse impacts of allowing the development, comprising significant harm to character and appearance and failure to comply with the Framework's requirement for well-designed, visually attractive development sympathetic to local character, significantly and demonstrably outweighed the benefits of housing supply and economic benefits, which were limited by the small scale of the proposal.
