What decided it
The less-than-substantial but considerable harm to the setting of the listed buildings and the character of the conservation area, together with unacceptable harm to the living conditions of neighbouring residents, outweighed the benefit of delivering one dwelling in a sustainable location.
The significant public benefit of delivering one two-bedroom dwelling in a sustainable location was outweighed by the less-than-substantial but considerable harm to the significance of the heritage assets and the unacceptable harm to neighbouring living conditions, to which great weight must be given under the Framework.
