The proposal follows the clear and established pattern of hardstandings in front gardens on the north side of Hillingdon Road, making it unreasonable to withhold permission solely on street scene grounds.

No balancing exercise was undertaken; the Inspector found no harm to the street scene and therefore no conflict with design policy.
