What decided it
The unacceptable effect on the AONB through increased built form and domestication of the landscape, combined with the scheme's failure to constitute genuine reuse of an existing building, provided clear reasons for refusal that outweighed the Council's lack of five-year housing land supply.
The great weight the Framework attaches to conservation and enhancement of AONBs outweighed the objective of significantly boosting housing supply, such that the tilted balance was not applicable and the Framework could not be considered to lend support to the scheme.
