What decided it

The significant harm to the character and appearance of the area caused by the loss of open space, trees and hedgerow, and the incongruous siting and design of the house, outweighed the modest housing supply benefits.

The modest benefits of housing supply and sustainable design features, given moderate weight, were outweighed by the substantial weight given to the significant harm to character and appearance and conflict with development plan policies promoting well-designed places and protection of open space.
