What decided it

The restrictive conditions limiting the salon to operation by the appellant alone with only one customer present at any time would create only minimal additional parking demand that would not harm highway safety or living conditions of neighbours.

The limited additional parking demand and low-level noise and disturbance arising from the restricted use outweighed any concerns about highway safety and living conditions.
