What decided it

The proposal's location outside the settlement boundary and its harmful effect on the character and appearance of the area and the AONB outweighed the modest housing benefits, particularly given that AONB protection policies disengage the presumption in favour of sustainable development.

The modest benefits of housing supply and affordable units were not sufficient to outweigh the harm to locational strategy, character and appearance, and the AONB.
