Main issues, as the Inspector framed them

  • the effect of the proposed development on the provision of a mix of different house sizes, including family size units
  • the living conditions of future occupiers in respect of adequate space standards, outlook and amenity space

What decided it

The combination of the failure to provide an appropriate mix of housing sizes, particularly family-sized units, and the inadequate communal amenity space for future occupiers significantly and demonstrably outweighed the housing supply benefits when assessed against the Framework as a whole.

The limited contribution to housing supply and social and economic benefits were significantly and demonstrably outweighed by the adverse impacts of the lack of appropriate housing mix and poor living conditions for future occupiers, applying the tilted balance under paragraph 11(d) of the Framework.
