The significant harm to character and appearance through tree loss and incompatible layout, combined with significant harm to living conditions through excessive overshadowing and overbearing effects, substantially and demonstrably outweighed the modest housing supply benefits despite the Council's inability to demonstrate a five-year supply.
The modest benefits of three dwellings and housing supply contribution (moderate weight) were substantially outweighed by significant harm to character and appearance and living conditions (substantial weight), such that the presumption in favour of sustainable development did not apply.
