The absence of a five-year housing land supply, combined with the existence of an extant fallback permission for market housing on the site and the absence of any material harm to the conservation area, AONB, or character and appearance, meant the presumption in favour of sustainable development applied and permission should be granted.
The social and economic benefits of housing delivery outweighed the notional conflict with Policy 20 for development outside the settlement boundary, particularly given the extant fallback permission and the absence of any harms to the conservation area or AONB.
