What decided it

The building already exists with an extant agricultural approval, is surrounded by residential development, is well-screened, and would not cause harm to character and appearance, combined with the local planning authority's inability to demonstrate a five-year housing land supply.

The benefits of housing delivery and the lack of a five-year housing land supply outweighed the conflict with Policy S7, as the proposal would not cause significant harm to character and appearance and would not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
