What decided it
The harmful impact on the character and appearance of the area caused by the cramped backland nature of the development and its poor design quality, combined with the visual intrusion and oppressive effect on neighbouring living conditions, outweighed the limited benefits of delivering one additional dwelling despite the Council's housing land supply shortfall.
The benefits of housing delivery and brownfield reuse, given limited weight due to the small scale of the development, were significantly and demonstrably outweighed by the adverse impacts on character, appearance and neighbouring living conditions when assessed against the policies in the Framework taken as a whole.
