The outbuilding, being sited within the curtilage and functioning as a conventional domestic adjunct with a non-disproportionate 14% increase in floorspace, qualifies as an extension under NPPF paragraph 149(c) and Policy P2, and is therefore not inappropriate development in the Green Belt.
