Main issues, as the Inspector framed them
- Whether or not the scheme would be provided with a safe and suitable highway access
What decided it
The tight turning manoeuvre required for vehicles accessing the relocated access from the south west would create unacceptable highway safety impacts that could not be adequately mitigated and would not be outweighed by the limited housing benefits of a single dwelling in an area with demonstrable housing land supply.
The limited benefits of housing delivery and economic/social benefits during construction were outweighed by substantial highway safety concerns arising from the unsafe access arrangements.
