What decided it
The significantly reduced visibility splays of the proposed access compared to the existing access would result in significant restricted visibility of approaching vehicles on a bend with unrestricted speed limit, causing unacceptable harm to highway safety.
The small benefit to pedestrian safety from reduced vehicle use of the shared access did not outweigh the significant harm to highway safety from reduced visibility splays.
