The Inspector concluded that, on the evidence of the appellant's specific, modest-scale operation, the proposal caused no harm to character, appearance or highway safety and brought employment benefits, but only when secured as a personal permission with conditions restricting numbers, hours, lighting and noise.
The benefits of the appellant's bespoke, modest-scale dog day care business (employment, rural economic support and no demonstrable harm to landscape or highway safety) were found to justify allowing the appeal, provided the permission was made personal to the appellant and subject to controlling conditions to prevent future intensification.
