What decided it
The Council's inability to demonstrate a five-year supply of housing sites triggered the tilted balance under paragraph 11 of the Framework, which outweighed the limited harm from undersupply of parking.
The limited harm from undersupply of parking (0.5 spaces) was outweighed by the modest contribution to housing supply in a context of significant undersupply and the social and economic benefits of providing one additional housing unit in an urban area.
