Main issues, as the Inspector framed them
- The effect of the proposed development on the character and appearance of the surrounding area
What decided it
The substantial harm to the character and appearance of the surrounding area, caused by the loss of the verdant band of gardens that defines the planned layout of the Morrell Estate, substantially and demonstrably outweighs the significant benefit of delivering a single dwelling to address the housing shortfall.
The significant weight attributable to the provision of a single dwelling and contribution to housing supply was substantially and demonstrably outweighed by the substantial harm to the character and appearance of the surrounding area; the balance is not in favour of the appeal scheme.
