The less-than-substantial harm to the designated heritage assets, when weighed against the public benefits under paragraph 202 of the Framework, was not outweighed by those benefits.

The significant public benefits of housing delivery and economic benefits were insufficient to outweigh the great weight attached to the less-than-substantial harm to the conservation area and listed building setting.
