What decided it

The substantial increase in bulk, height and massing would result in an unduly dominant and conspicuous appearance at odds with the low-key, unobtrusive character of surrounding development, causing harmful impact on the rural character of the area.

The personal benefits to the appellants of providing additional family accommodation were outweighed by the harm to the character and appearance of the host dwelling and surrounding area and conflict with Policy DEC1.
