What decided it

The substantial enclosure of the frontage by high boundary treatments incorporating alien panel materials causes harm to the character and appearance of the locality by introducing an incongruous and dominant feature that conflicts with the consistent open frontages characteristic of the street.

The benefits to the appellant of security, privacy and prevention of dog fouling were outweighed by the harm to the character and appearance of the locality and the conflict with development plan policy.
