The absence of clear and convincing justification for harm to the designated heritage asset (the Conservation Area), as required by Framework paragraph 200, where the evidence did not demonstrate the window was beyond repair and the replacement could not be shown to be satisfactorily designed.
The less than substantial harm to the Conservation Area, assessed as of considerable importance and weight, was not outweighed by the limited public benefits of improved thermal and air quality, which could alternatively be achieved through repair of the existing window
