What decided it

The pragmatic approach considering the particular circumstances including previous Council permissions, combined with the reasonably sympathetic design of the replacement windows and the existing variety in window treatments across the listed terrace, led the Inspector to conclude the works would preserve rather than harm the heritage assets.
