What decided it
The substantial harm to character and appearance and living conditions caused by the dwelling's significant scale, massing and elevated position, combined with its unduly prominent visual impact and overbearing relationship to neighbouring properties, substantially and demonstrably outweighs the moderate benefits of housing supply despite the absence of a five year housing land supply.
The moderate benefits of housing supply and associated social, economic and environmental benefits were substantially outweighed by the substantial harm to character and appearance and living conditions, such that the presumption in favour of sustainable development did not apply.
