What decided it

The substantive evidence of local housing need from the 2019 survey, combined with the fact that subdivision would not generate additional traffic beyond the current dwelling, demonstrated the development was suitably located and met the development plan strategy for rural settlements.

The identified local housing need for 3-bed units outweighed the limited sustainable infrastructure access, as the subdivision would not increase traffic generation compared to the existing use.
