What decided it
The buildings are redundant residential-use structures that would be enhanced by conversion to dwellings, bringing them within the exception at NPPF paragraph 80(c) for reuse of redundant or disused buildings in the countryside, and highway safety concerns can be adequately addressed through conditions.
The material consideration of national planning policy permitting reuse of redundant buildings in the countryside outweighed the local plan's strict control policy, as the Framework provides a material consideration with a less restrictive approach and the Council identified no identifiable harm from the conversion.
